The date the school receives the form is when the timeline begins. Notice

Section 300.503 of the federal special education regulations (IDEA) requires schools to notify parents in writing a reasonable amount of time before the school proposes to initiate or change the identification, evaluation, or educational placement of the child or the provision of FAPE to the child; or refuses to initiate or change the identification, evaluation, or educational placement of the child or the provision of FAPE to the child.  In Pennsylvania, the Notice of Recommended Educational Placement/Prior Written Notice (NOREP/PWN) form is used for this purpose.
