Stakeholder Council

In 2009, the Bureau of Special Education and the Office for Dispute Resolution solicited stakeholder groups to self select representatives to sit on the newly constituted ODR Stakeholder Council (SC). The purpose of the SC was and is to bring together representatives from a broad array of stakeholders to provide functional input and recommendations on the special education dispute resolution system. A critical role of the SC is to interview and make recommendations as to selection of due process hearing officers.  The membership consists of a representative from PA’s Parent Training and Information Center; representatives from PA’s Community Parent Resource Centers; three attorneys (parent, school district, and ODR counsel); a school district representative, a special education mediator; and one representative each from the following stakeholder groups: mental health, gifted, and higher education. The SC is subject to Operating Procedures which it drafted and voted on.
