  • In observance of the holidays, ODR will be closed December 25 – January 1st. During this time, ODR staff will periodically check the ODR general email address (odr@odr-pa.orgcreate new email) and the ODR general office number (717-901-2145) for any urgent matters. ODR will re-open at 8:00am on Tuesday, January 2nd.
  • The 2022/2023 Annual Report is now available on the ODR website on the Annual Report’s page
  • Sign up for ODR’s free Conflict Resolution Skills for Schools and Families training!  Learn about conflict management styles, conflict resolution, and strategies for effective conflict engagement that can be used across settings.  Act 48 credits are available.  Choose from two dates:

  • Please subscribe to the ODR Listserv to stay abreast of the periodic job postings, news, updates, etc.
  • Effective March 1, 2021, attorneys will be able to participate in special education mediation as recommended by Pennsylvania’s Special Education Advisory Panel (SEAP).  Attorney participation will mirror that of the resolution meeting process: If the parent chooses to bring an attorney to mediation, then the LEA has the option of bringing its attorney to mediation, if it chooses to do so. If the parent chooses to attend mediation without counsel, the LEA will likewise not have an attorney present.
