Joy Waters Fleming

Attorney Fleming returns to ODR, having previously served in the capacity of a hearing officer, presiding over a wide range of hearings—IDEA, 504, and gifted education- throughout the Commonwealth. A solo practitioner in Dauphin County, Attorney Fleming concentrates her practice in social security disability, juvenile, and family law. Attorney Fleming is currently a Guardian Ad Litem for dependent children in Dauphin County.  As former Counsel for the PA Department of Education, Ms. Fleming advised the Bureau of Special Education, Charter Appeal Board and the State Library. She has served Dauphin County as Juvenile Hearing Officer and arbitrator. After graduating from the Dickinson School of Law in 1987, she clerked for the Hon. David W. Craig in Commonwealth Court of Pennsylvania and then served as Chief Counsel to the Health & Welfare Committee in the PA House of Representatives.  Attorney Fleming is an active member of both the Dauphin County and PA Bar Association.
