Hearings involving both gifted education (Chapter 16) and special education (Chapter 14) issues will continue to be handled by the ODR full-time hearing officers.
Attorney Shawn Lochinger will provide hearing officer services for gifted education due process cases.
Attorney Shawn Lochinger attended Washington & Jefferson College in Washington, Pennsylvania, where he received a B.A. in 1985. He later attended Duke University, in Durham, North Carolina, where he earned his J. D. in 1988. Since that time, Attorney Lochinger has been in private practice, working on a wide variety of employment and education law matters. Since the year 1988, he has concentrated his practice primarily on special education issues and litigation, including work in gifted education matters. Attorney Lochinger has also been a frequent speaker on special education topics and has presented numerous training sessions for teachers and school districts on gifted education as well as other aspects of special education law and compliance matters.
